USDA Announces Expansion of Salmonella Outbreak-Related Pork Recall

The original Aug. 13 recall of pork products from Kapowin Meats of Graham, WA, was for approximately 116,262 pounds of whole hogs that may be contaminated with Salmonella I 4,[5],12:i:-.

Now, in an Aug. 27 expansion of that earlier recall, approximately 523,380 pounds of pork are being recalled in:

  • varying weights of boxed and bagged whole hogs for barbecue, and,
  • varying weights of boxed and bagged fabricated pork products, including various pork offal products, pork blood and pork trim.

hogs1-iphoneIn addition, the first recall covered production that occurred between April 19, 2015, and July 27, 2015. The expanded recall extends the recall period to Aug. 26, 2015, or an additional four weeks, USDA stated.

Behind the expanded recall is a finding by USDA’s Food Safety and Inspection Service that recent sanitary improvements made by Kapowsin Meats were insufficient and therefore required expanding the scope of the recall.

In both recall notices, the public is advised to look for “Est. 1628” inside the USDA mark of inspection. The recalled products were distributed in Alaska, Oregon, and Washington state to individuals, retail locations, institutions and various distributors.

Meanwhile, Washington state health officials are investigating a Salmonella I 4,[5],12:i:-. outbreak with 152 confirmed cases, according to USDA. Thirty-six of those cases have been traced back to consuming whole hogs for barbecue, the agency stated.

FSIS Posts List of Outlets in WA, AK Where Recalled Whole Hogs Were Sent

USDA’s Food Safety and Inspection Service (FSIS) has posted a distribution list of 74 retail and distribution outlets in Washington state and Alaska which received whole hogs from Kapowsin Meats of Graham, WA.

http://ift.tt/1h9HfajThe product has been linked to a Salmonella outbreak that, as of Aug. 13, had sickened 134 people in WA and hospitalized 16 of them, according to the U.S. Centers for Disease Control and Prevention. CDC has also reported that this particular strain of Salmonella is multi-drug resistant.

Kapowsin Meats recalled approximately 116,262 pounds of whole hogs for barbecue on Aug. 13, 2015, because of the potential for Salmonella contamination. They were produced on various dates between April 18 and July 27, 2015.

FSIS noted that the distribution list, posted Wednesday, Aug. 19, “may not include all retail locations that have received the recalled product or may include retail locations that did not actually receive the recalled product.”

As a result, members of the public is advised to use the product-specific identification information available here, in addition to the list of retail and distribution outlets, to check whether products in your possession have been recalled.

Nearly all the retail or distribution outlets listed are in Washington state, although nine are in Alaska. Two were walk-in customers whose addresses were not available, according to FSIS.

Four Months After Total Recall, Blue Bell Ice Cream is Returning to ‘Select Markets’ in Two Weeks

Four months after a total product recall, Blue Bell Creameries plans to begin distributing its ice cream to select markets (mainly in southern states) two weeks from today.

A company statement posted Monday, Aug. 17, 2015, indicates that Blue Bell officials have notified the U.S. Food and Drug Administration (FDA) and state health officials in Alabama and Texas of their plan to re-enter select markets on a limited basis starting Monday, Aug. 31.

http://ift.tt/1CBBz0x“Over the past several months we have been working to make our facilities even better, and to ensure that everything we produce is safe, wholesome and of the highest quality for you to enjoy,” said Ricky Dickson, the company’s vice president of sales and marketing, in a videotaped statement.

Dickson said that the return would involve “parts of 15 states,” and that since only one Blue Bell plant is currently in operation (in Sylacauga, AL), product supplies would initially be limited.

The Blue Bell production facility in Sylacauga began producing ice cream in late July after a test-and-hold period. Additional production facilities in the company’s headquarters of Brenham, TX, and in Broken Arrow, OK, are still undergoing facility and production process upgrades similar to those made at the Alabama plant, Dickson noted.

A Q&A section on the Blue Bell site indicates that the Broken Arrow plant would likely be up and running before the Brenham one due to its relatively smaller size.

The phased-in return to market comes four months after Blue Bell recalled all of its products then on retail shelves made at all of its facilities, including ice cream, frozen yogurt, sherbet and frozen snacks. That move, announced April 20, 2015, was due to the potential for the products to be contaminated with Listeria monocytogenes after Blue Bell received several positive tests from products made in two different places.

According to the U.S. Centers for Disease Control and Prevention (CDC), 10 people from four states developed listeriosis in connection with Blue Bell products. All were hospitalized, and three potentially related deaths were reported in Kansas.

CDC stated that, “in February 2015, the South Carolina Department of Health and Environmental Control isolated Listeria as part of routine sampling from Blue Bell brand single-serving ice cream products collected from a distribution center: Chocolate Chip Country Cookie Sandwiches and Great Divide Bars.

“In response to the findings in South Carolina, the Texas Department of State Health Services collected product samples from the Blue Bell Creameries production facility in Brenham, Texas, that made these products. Testing by Texas health officials yielded Listeria isolates from some samples of the same two products tested by South Carolina and from another Blue Bell ice cream product called “Scoops.” This product was made on the same production line as the Chocolate Chip Country Cookie Sandwiches and Great Divide Bars. PFGE was performed on the Listeria isolated from the ice cream samples; seven different PFGE patterns were identified and uploaded to PulseNet,” the agency reported in its final update on the outbreak issued June 10, 2015.

The U.S. Food and Drug Administration subsequently posted inspection reports of Blue Bell facilities completed from 2007-2015. The earlier reports did not show evidence of Listeria contamination but noted numerous violations of food safety protocols.

While the company’s plants were shut down for cleaning, sanitizing, and retraining of employees, Blue Blue CEO and President Paul Kruse announced in mid-May that about 2,850 out of approximately 3,900 employees would be laid off or furloughed.

Kruse said those workers considered “essential to ongoing operations and cleaning and repair efforts” were not being laid off or furloughed but would have their pay reduced.

Due to limited production capacity while producing in one facility, Dickson said Monday that Blue Bell will re-enter parts of 15 states in five phases. The first was described as similar to how the 108-year-old company began and include the Brenham, Houston and Austin areas of Texas, as well as parts of Alabama, (Birmingham and Montgomery), near where the product is being made.

Blue Bell plans to move on to each phase based on product availability and when it can properly service the customers in an area, the company stated. With the exception of phase one, no other dates have been determined for when each expansion will take place.

As to how consumers can tell whether a particular Blue Bell ice cream product was produced before or after the recall, the company stated:

“We have changed the numbering system for code dates on all Blue Bell products. This change is being implemented to assure you that the products we are reintroducing to the marketplace are indeed new products manufactured with our enhanced production processes. The six digit code, found on the bottom of each carton, will remain the same, but the letter will be removed and replaced with a three digit number which designates plant and production line information.”

FSIS Shuts Down Missouri Slaughter Plant for Humane Handling Violations

fruitland_406x250Fruitland American Meat, the Jackson, MO, facility owned by Rain Crow Ranch to harvest its grass-fed cattle, has been ordered to suspend operations until it takes corrective actions demanded by USDA’s Food Safety and Inspection Service (FSIS).

An FSIS spokesman told a St. Louis newspaper that Fruitland was closed until it takes corrective actions to address humane handling violations.

The suspension stems from a “knock box” incident that occurred at 8:15 a.m. on July 29, 2015, when a Fruitland manager took three shots, rather than one, to bring down an animal, which is viewed as an incident of needless suffering. FSIS ordered the suspension the same day.

FSIS previously instituted a suspension of the facility in December 2014 for a similar incident.

Dr. Patricia Whisnant, the veterinarian who owns and operates Rain Crow Ranch with her husband Mark and other family members, said a restructure and remodel will occur during the short-term shutdown. Rain Crow Ranch may move to an alternative slaughter facility until the changes can be made, she said.

Fruitland America Meat last made news in June 2014 when it recalled two tons of fresh beef because the morsel root ganglia, which are branches of the nervous system in the vertebral column, were not removed. They are considered specified risk materials (SRMs) and must be cut out on cattle 30 months of age or older. SPMs contain the tissues most at risk of Bovine Spongiform Encephalopathy (BSE), or Mad Cow Disease.

On its website, Rain Crow Ranch states that the Fruitland facility processes 250 head of cattle a week. Whisnant acknowledges that the facility has had a “very contentious relationship” with FSIS.

No illnesses were associated with either last year’s recall nor the current shutdown.

After it was acquired by Rain Crow, the Jackson facility underwent an animal-friendly remodel which, according Rain Crow, was done by “Dr. Temple Grandin’s team.” Grandin is a well-known professor of animal science at Colorado State University.

The ranch and the slaughter facility are located about two hours away from each other.

Salmonella Illnesses Prompt Recall of Whole Hogs for Barbeque

Whole hogs for barbeque, recalled Thursday, have been associated with 32 Salmonella I 4, [5],12:i:- illnesses now being tracked by the Washington State Department of Health and the federal Centers for Disease Control and Prevention (CDC) in Atlanta. And officials say those cases may be part of a larger outbreak.

Graham, WA-based Kapowsin Meats has recalled 116,262 pounds of whole hogs that may be contaminated with the outbreak strain. In an announcement from USDA’s Food Safety and Inspection Service, the whole hogs were said to bear the establishment number “Est. 1628” inside the mark of inspection. Production occurred between April 18, 2015 and July 27, 2015 for distribution to retailers, institutions, distributors and individuals in Alaska and Washington State.

The products subject to recall are: Varying weights of Whole Hogs for Barbeque

http://ift.tt/1ItCa2m

FSIS learned of the illnesses from Washington State health officials on July 15. The agency worked since then with the state and CDC to determine there is a link between whole hogs for barbeque from Kapowsin Meats and these illnesses. The raceback investigation identified 32 case-patients who consumed whole hogs for barbeque from this establishment prior to illness onset.

These illnesses are part of a larger illness investigation. Based on epidemiological evidence, 134 case-patients have been identified in Washington with illness onset dates ranging from April 25, 2015 to July 29, 2015. FSIS said the state-federal investigating is continuing.

Consumption of food contaminated with Salmonella can cause salmonellosis, one of the most common bacterial foodborne illnesses. The most common symptoms of salmonellosis are diarrhea, abdominal cramps, and fever within 12 to 72 hours after eating the contaminated product. The illness usually lasts 4 to 7 days. Most people recover without treatment. In some persons, however, the diarrhea may be so severe that the patient needs to be hospitalized. Older adults, infants, and persons with weakened immune systems are more likely to develop a severe illness. Individuals concerned about an illness should contact their health care provider.

FSIS and the company are concerned that some product may be frozen and in consumers’ freezers.

These items were distributed to retail stores in Virginia, Maryland and New Jersey.

The contamination was discovered through surveillance and monitoring coordinated by the Virginia Rapid Response Team (RRT), Virginia Department of Agriculture and Consumer Services, and testing by the Virginia Division of Consolidated Laboratory Services, which revealed the presence of Listeria monocytogenes in the product.

Individuals who purchased soybean sprouts and mung bean sprouts distributed by Good Seed Inc. should return the product to the place of sale for a full refund.

Consumers with questions may contact the company directly at (703) 392-0075, or the Virginia Department of Agriculture and Consumer Services, Food Safety Program, at (804) 786-3520.

The previous Good Seed Inc. sprout recalls were in May and June 2015, also for potential Listeria contamination.

Listeria is an organism which can cause serious and sometimes fatal infections to individuals with weakened immune systems. Although healthy individuals may suffer only short-term symptoms such as high fever, severe headache, stiffness, nausea, abdominal pain and diarrhea, Listeria infection can cause miscarriages and stillbirths among pregnant women.

Union Warns Members About Accessing the Web Using Government Time, Equipment

USDA’s meat, poultry and egg processing inspectors who work for the Food Safety and Inspection Service (FSIS) are being warned by their union not to use government time and equipment to access or trade certain information on the web.

For example, off-limits during work time and/or using work equipment is a “Union Thugs” site, which sells provocative T-shirts online. One shirt states, “Union Thugs Never Surrender,” while another has a longer message: “If You’re Jealous of Our Benefits, Fight For Your Own, Not Against Ours!”

http://ift.tt/1KPyChTA union website, The-Inspector.com, has posted a warning on its link to the online T-shirt shop.

The warning reads: “IMPORTANT: This information should not be downloaded using government equipment, read during duty time or sent to others using government equipment, because it suggests action to be taken in support or against legislation. Do not use your government email address or government phone in contacting your Member of Congress. Do not distribute on government property – AFGE”

That same warning is being included on some news articles posted by The-Inspector.com. (Disclosure: Food Safety News articles are often republished on The-Inspector.com.) One straight news story that currently carries the warning is from AFGE itself, or the American Federation of Government Employees. That story reports on a “double standard” set up by the federal Office of Personnel Management (OPM) for people who had their personal data hacked.

“OPM has offered the 4.2 million current and former federal employees whose information was stolen during the hack of OPM’s personnel records with an inadequate 18 months of credit monitoring and a maximum of $1 million in liability insurance,” the AFGE story reads.

“Meanwhile, the agency is offering a more expansive ‘suite of remedies’ to those whose information was stolen in a hack of OPM’s background investigations system. Those affected by the second breach will reportedly receive three years of credit monitoring, an undisclosed amount of liability insurance, fraud monitoring services beyond credit files, and identity monitoring for minor children,” it continues.

Stan Painter, chairman of AFGE’s National Joint Council of Food Inspection Locals, told Food Safety News that the warning on some items is new.

“This is due to the agency and the government trying to discipline for ‘unauthorized’ use and distribution on government equipment,” Painter said. “Some issues, such as contacting congressmen, is to be done on a person’s own time and through their own devices separate from the use of government equipment … . We are just trying to keep folks out of trouble.”

The-Inspector.com provides one-stop shopping for the nation’s meat and poultry inspectors. They can check for news and union announcements and also for such details as current pay scales, per-diem rates, and even specific benefits.

Most of the news posted by The-Inspector.com does not carrying the warning, including a recent KQED News report on the hiring nationally of 32 additional meat inspectors to meet a tougher standard in the wake of the Petaluma, CA, slaughterhouse scandal.

Two employees and two former owners of Rancho Feeding Corporation pleaded guilty to felony charges stemming from a scheme to sell cows with diseased eyes right under the nose of USDA inspectors. They are currently awaiting sentencing.

In that report, Painter charged that USDA procedures too often put the nation’s 6,000 union meat, poultry and egg inspectors in dangerous working conditions.

“To stick a person in the middle of a barn with cows in the middle of the winter in Wisconsin where it’s minus 30 degrees is not acceptable,” Painter told KQED.

One thing is for certain: USDA employees have a lot to learn about keeping out of trouble. The USDA’s Office of Ethics Advisor’s Desk Reference is 39 pages long.
